A dude just rode past on a motor scooter wearing nothing but a helmet and his underpants, and yelling “woohoo!” He was even standing up on the scooter so everyone could see him. And this is on a busy street at three in the afternoon. Bizarre. And it’s not warm out there either.. the guy must have lost a bet or something.
